DR Congo, A proposal for a Ceasefire with M23 During Doha Talks

DR Congo and the M23 rebel group have agreed to a ceasefire during peace talks in Doha, despite persistent challenges and renewed fighting in the east of the country.

In April 2025, the Democratic Republic of Congo (DRC) and the M23 rebel group, backed by Rwanda, announced a ceasefire during peace talks held in Doha, Qatar. Delegations from both sides declared their commitment to an immediate cessation of hostilities, with the aim of continuing negotiations until a peaceful solution is reached. This agreement represents the first joint commitment after a series of failed unilateral ceasefires.

However, the talks encountered difficulties due to technical issues and demands for confidence-building measures, such as the release of prisoners associated with the M23, which the Congolese government refused. Consequently, the delegations left Doha without an immediate plan for the resumption of discussions. Meanwhile, fighting has resumed in the eastern region of the DRC, particularly in Walikale, a strategic mineral-rich area previously evacuated by the M23 as a gesture of goodwill.

The conflict has caused thousands of deaths and the displacement of millions of people. The United Nations has launched an investigation into human rights violations committed by all parties involved. Despite mediation efforts by Qatar and a meeting between the presidents of the DRC and Rwanda, the peace process remains uncertain due to deep-seated differences.
