Lagos underwater: between neglect and resilience, the challenge of urbanization and water management

Caught between infrastructure choked by plastic and a landscape reclaiming its own space, the Nigerian metropolis must transform underground maintenance into a cornerstone of its survival.

Lagos, the beating heart of the Nigerian economy, has once again been forced to confront its structural fragility. On Sunday, June 28, a violent afternoon downpour laid bare the critical flaws in the city’s drainage system, turning streets into rivers and paralyzing mobility across several of the metropolis’s key areas. The heavy rains had an immediate impact, triggering chaos on the main arteries. In Oshodi, traffic spiraled out of control; the absence of functioning drainage channels led to widespread flooding, leaving hundreds of motorists stranded. The situation was equally dire on Ikorodu Road, where traffic remained paralyzed for hours, and on the Gbagada Expressway, which was closed to transit as high water prevented both vehicles and pedestrians from passing. The neighborhoods of Idi-Oro and Mushin were not spared: water invaded the streets, leaving residents in grave difficulty and making travel a prohibitive endeavor. These events are not merely the result of intense weather phenomena; they reflect an urban infrastructure struggling to keep pace with exponential demographic and construction growth, where the absence or obstruction of drainage channels plays a decisive role.

Moreover, Lagos’s fragility has a name and a recurring material: plastic. The city’s drainage system, already designed for a smaller population than today’s, is now stifled by a chronic accumulation of solid waste. Bottles, plastic bags, and debris are no longer just an issue of urban blight; they act as actual dams that block the flow toward the lagoons. In neighborhoods like Mushin or the areas surrounding Abesan Estate, these channels are no longer conduits for runoff, but basins collecting undifferentiated waste that, with every rain, compacts and renders any engineering work useless. The local administration’s intervention, while necessary, uncovers a systemic problem: until waste management becomes comprehensive and efficient, the fight against flooding will remain a battle against an enemy that regenerates on every street corner. Faced with the emergency, local administrations have taken action. The Honorable Akindele Adunni Opeyemi, Chairman of the Mosan-Okunola LCDA—responsible for basic infrastructure management and community service delivery—conducted an immediate inspection at Abesan Estate, a residential area in the Ipaja district, to assess damage to the water conduits. During the visit, the Chairman imposed drastic measures: from removing obstructions caused by the First Royal Filling Station, which were blocking drainage at the area’s entrance, to clearing street vendors whose unauthorized occupation of the land was impeding water runoff. These necessary and timely actions, however, expose how the urban fabric is also choked by informal occupation. What is evident is that a policy to upgrade drainage infrastructure is required to respond rapidly to the needs of a city in continuous expansion. The resilience of Lagos is well-known, but it is no longer enough. For a city aspiring to sustainable growth, the maintenance of the “invisible infrastructure”—the network flowing beneath the asphalt—is just as fundamental as the development of the surface layer; it is a true existential challenge. The metropolis is an archipelago city, built on a mosaic of islets, swamps, and wetlands facing the Atlantic Ocean. With much of the urban area situated at minimal altitude, drainage is not just a technical issue, but a geographic challenge of biblical proportions. Rising sea levels and coastal erosion, combined with unchecked urbanization that has cemented over natural grounds once capable of absorbing rainfall, have drastically reduced the territory’s ability to ‘breathe.’ Lagos is not only fighting against bad weather; it is attempting to adapt to a nature that is reclaiming its space. In this context, controlling water flows is no longer just a matter of urban aesthetics, but the fundamental pillar upon which the very survival of one of the continent’s most dynamic megalopolises rests.
