The boarding of the Global Sumud Flotilla off the coast of Crete and the consequent seizure of 23 Italian, European and other national citizens marked a point of no return in maritime relations between Brussels and Tel Aviv. If the diplomacy of “verbal convictions” has proven ineffective in the face of the Israeli security doctrine that does not look anyone in the face on international or national law when its interests are at stake, there is a third way: a two-level strategy that combines the military protection of our citizens with the rigorous and “exhausting” application of the law in our ports.
The episode, beyond what one can think of these initiatives of the Flotilla, has laid bare an uncomfortable truth: Europe is a legal giant but a geopolitical dwarf. If Israel feels entitled to seize European citizens in international waters, it is because it perceives our sovereignty as a negotiable concept. To respond to this illegal challenge or bordering on the illegal, Italy and Europe must not resort to illegality, but activate a dual strategy that combines diplomatic, administrative and bureaucratic rigor with military deterrence, placing Europe, Italy, France, Spain and Germany at the center of this new European service.
The Civil Level: The “Retaliation of Legality“
Europe must stop granting diplomatic flexibility to those who trample on the rights of its sailors. Without violating any rules, Member States may activate unprecedented administrative pressure in their ports (from Syracuse to Hamburg):
Extenuating Inspections: Every ship flying the Israeli flag or linked to Tel Aviv interests must undergo thorough technical, customs and sanitary inspections. If the law imposes a standard, Europe applies it to the letter: every bolt and every certificate verified, making each stopover an unsustainable economic cost until the safety of our citizens is guaranteed.
Lawfare and Arrest Warrants: European prosecutors must prosecute those responsible for illegal seizures. International arrest warrants for commanders of foreign maritime operations would make Europe a forbidden land for the military leaders involved, drastically limiting its mobility.
The Military Level: The European Escort
The monopoly of Israeli control on the high seas must be broken. If Israel justifies its interventions in international waters with the suspicion of arms trafficking, the European Union must respond by taking responsibility for the verification.
The idea is the creation of a European naval Task Force that escorts civilian vessels departed from EU ports. This is not a war challenge, but a guarantee mission.
Third Inspections: Italian, French and Spanish frigates would carry out detailed checks on loads on departure (e.g. from Syracuse or Larnaca) and during the journey, sealing the holds.
State guarantee: Italy, for example, would officially certify that the ship does not carry war material. At that point, a possible Israeli boarding would no longer be an action against “suspicious activists”, but an act of distrust and a direct offense to sovereignty and the word given by an allied state and member of NATO.
Shield and Deterrence: The physical presence of a European military unit next to the civil naviglio would cancel the “gray zone” of maritime law, forcing Israel to choose between dialogue and military incident with a strategic partner.
At the service of Europe: The heart of this strategy requires a change of pace also for Germany. Berlin must understand that its definitive redemption from the past no longer passes for the restorative silence towards Israel, but for the assumption of a collective responsibility.
Europe does not need states that pull back, but nations that put their political and military weight at the service of the common good. A ship escort mission led by Europe and in particular German would change the paradigm: if France, Spain, Italy and Germany certify and escort a civilian cargo, a foreign boarding becomes a direct offense to the word given by the leading nations of the Union.
From the Escort to the European Army: This service action must not be limited to an emergency. It must be the “baptism” of a true European Army. Only a common armed force can be a credible deterrent to global challenges. A naval unit with the insignia of the Union is not just a ship; it is the armed arm of a civilian superpower that no longer accepts to be treated as a hostage.
A Coalition of Volenterosi
If the unanimity of 27 seems slow, a nucleus of nations (Italy, Germany, France, Spain) ready to act must be born. This group must establish that the protection of European sailors is an imnavigable “red line”.
Single Certification: The cargo inspected in Syracuse or Larnaca and escorted by Frigates of the Coalition must be considered “inviolable”. Deterrence is based on the certainty that an attack on an escorted ship is an attack on the entire “willing” block.
Conclusion: A Europe of Facts
European integration cannot be reduced to a common anthem or currency; it must be reflected in the ability to protect its citizens wherever they are. Germany has a historic opportunity to transform its already decided rearming into an act of service to its neighbors, showing Europe not a new desire for hegemony, but the generous offer of a common shield at the service of all.
By simultaneously applying the bureaucratic firmness in the ports and the deterrence of the European army at sea, we will make it clear that the measure is full. The security of a partner cannot be built on the vulnerability of Europe. It is time to show that our sovereignty has a price that no one can afford to ignore anymore.
