Mozambique, law approved for national pacification and state reform

Il Mozambico approva una storica legge di pacificazione nazionale per superare la crisi post-elettorale e avviare una profonda riforma dello Stato.

Mozambique approves a national pacification law to overcome post-election crisis and initiate profound state reform.

The Parliament of Mozambique unanimously approved, on April 2, 2025, a law for the ‘pacification of the country,’ the result of a political agreement reached on March 5th between President Daniel Chapo and the leaders of the three main opposition parties. The text, proposed by the government, aims to end the political instability that has plagued the country since the presidential elections, a four-month crisis that cost the lives of 360 people.

The new law was greeted with enthusiasm by parliamentarians, who hailed it as a fundamental step towards the renewal of Mozambique. Feliz Avelino Silvia, representative of Frelimo (the ruling party), described the moment as a historic opportunity to regenerate the nation. Podemos, former supporter of the defeated presidential candidate Venancio Mondlane, also interpreted the measure as a gesture of reconciliation and the basis for a new democratic pact.

Despite the favorable vote, Renamo – the historical opposition party – maintained an attitude of caution, fearing that the government might take advantage of the law to once again betray the expectations of the population. Deputy

Jeronimo Malagueta stated that it will be fundamental to remain vigilant to ensure that it does not turn into an instrument of disillusionment.

The law introduces radical changes to the structure of the State, including the reform of the Constitution, a new organization of the political system, a revision of presidential powers, the depoliticization of institutions, and greater decentralization of power.

Presidential candidate Venancio Mondlane, who continues to claim his electoral victory, has not yet officially commented on the new law. Mondlane had not participated in the March 5th meeting but subsequently had a meeting with President Chapo, a sign of possible future openings.
